Kuwait Amir visits Nabat Poets' Diwaniya

His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, accompanied by His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah and Acting Prime Minister Sheikh Fahad Yusuf Saud Al-Sabah, visited Nabat Poets' Diwaniya on Monday evening.
Upon arrival, His Highness the Amir was warmly welcomed by Minister of Amiri Diwan Affairs Sheikh Mohammad Abdullah Al-Mubarak Al-Sabah and secretary of Nabat Poets' Diwaniya's Nassar Al-Khamsan.
In his speech, His Highness the Amir said: "From the minaret of poetry, we meet again with you. Together with my brother His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, the Acting Prime Minister Sheikh Fahad Yusuf Saud Al-Sabah and my brother companions. We all congratulate you on the holy month of Ramadan." "We pray to Allah, the Almighty, to repeat this holy month several times and grant you, the dear homeland and the Arab and Muslim nation abundance of blessings and boons," he said.
"We proudly remind you of the founder of this Diwaniya, the late Amir Sheikh Jaber Al-Ahmad Al-Jaber Al-Sabah, who realized the outstanding position of this poetry in making history and heritage," His Highness the Amir noted. His Highness the Amir referred to the directives of Sheikh Zayed bin Sultan Al-Nahyan, who attended the inauguration ceremony of the Diwaniya and loved Kuwait so much.
His Highness the Amir expressed pride that Kuwait has a Nabat Poets' Diwaniya, a symbol of history and heritage, and a bridge linking last with present, that aims to maintain Nabat poetry heritage.
His Highness the Amir appreciated the efforts of Diwaniya's officials to back poets to achieve national spirit and allegiance to the dear homeland and the leadership.
His Highness the Amir urged poets to preserve fathers and grandfathers' identity, and benefit from senior poets.
On naming Kuwait as the capital of Arab culture for 2025, His Highness the Amir also instructed intensifying holding several symposiums and meetings in the country to be a chance to help poets learn and share expertise. Meanwhile, Al-Khamsan delivered a speech in which he warmly welcomed His Highness the Amir and expressed pride for this visit, which showed His Highness the Amir's much attention to heritage, culture and communication with society.
He stressed that Diwaniya's message will continue, noting that it is inspired by His Highness the Amir's directives, which confirm the key role of culture and poetry in boosting national identity.
He revealed that they are working on expanding Nabat poetry in all governorates to highlight "our cultural heritage in all national occasions".
He wished His Highness the Amir success to make further progress and prosperity to homeland, praying to Allah, the Almighty, to bestow everlasting good health on His Highness the Amir.
Finally, poets Faisal Al-Adwai and Yusuf Al-Shatti read out two poems, which highly pleased audience.

Kuwait Amir visits Kuwait Sport Club for Deaf KUWAIT, March 17 (KUNA) -- His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, accompanied by His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah and Acting Prime Minister Sheikh Fahad Yusuf Saud Al-Sabah as well as other senior state officials, paid a visit to Kuwait Sport Club for Deaf (KSCD) on Monday evening.
Upon his arrival, he was warmly welcomed by Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi, Acting Director General of the Public Authority for Sport Bashar Abdullah Al-Salem and KSCD Board Chairman Anwar Manif Al-Harbi.
Greeting the audience in a speech, His Highness the Amir said, "With you we meet again. Together with my brother His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, the Acting Prime Minister Sheikh Fahad Yusuf Saud Al-Sabah and my brother companions, we have the pleasure of congratulating you on the holy month of Ramadan." His Highness the Amir praised the KSCD leaders for their dedication in providing the necessary care for "the people with strong will and endurance." He reaffirmed the state's support for the club, appreciating the achievements recently made by its members in regional sports events, citing as an example the bowling player who was able to reach the quarterfinal of the 10th Asia Pacific Deaf Games in Malaysia last December.
He stated support to the Club's bid to host an international shooting championship and a regional Arabian Gulf chess championship.
His Highness the Amir instructed the competent state authorities to give more care for the deaf in the health, education, sports, training and social areas, and introduce the latest technological devices such as smart glasses.
He wished the members of the Club success in all international sports events to raise Kuwait's national flag high.
KSCD Chairman Anwar Al-Harbi delivered a speech to extol His Highness the Amir for his visit and care for the Club.
His Highness the Amir received a souvenir as a token of appreciation, and then signed his name at the Club's register of honor.

Kuwait Amir visits Supreme Judiciary Council

His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah paid a visit to the Supreme Judiciary Council (SJC) on Sunday evening on the occasion of the holy month of Ramadan.
He was accompanied by His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, Acting Prime Minister Sheikh Fahad Yusuf Saud Al-Sabah and other senior officials. They were warmly welcomed by SJC President and President of the Court of Cassation Dr. Adel Bouresli, Minister of Justice Nasser Yusuf Al-Sumeit and Acting Undersecretary of the Ministry of Justice Tareq Ali Al-Asfour.
In a speech to the judiciary top brass, His Highness the Amir said, "Together with my brother His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, the Acting Prime Minister Sheikh Fahad Yusuf Saud Al-Sabah and my brother companions, we are pleased to visit you on a blessed night of the holy month of Ramadan." He praised the role of the judiciary authority of Kuwait as "the mainstay of justice and stability," in the country and a source of pride for all Kuwaitis.
The cornerstone in our quest for prosperity are a comprehensive security and a credible, professional and impartial judiciary ensuring justice for everybody, he said, affirming that "nobody has authority over judges." His Highness the Amir urged the judicial authority to act impartially, uphold the rule of law, and ensure the rights and freedoms of everybody, away from any personal considerations.
He outlined three main requests for the judiciary to work on as early as possible; First, to speed up the Kuwaitization of the judicial and the subordinate jobs, Second, to put fear of Allah, the Almighty, above all considerations while making verdicts, And third, to shorten the period of a prosecution and settling the disputes.
His Highness the Amir took pride in the growing participation of women in the judiciary, saying it is a historic stride in the way to woman empowerment which reflects Kuwait's commitment to ensuring gender equality.
He voiced hope for adopting legislations that could modern the judicial work, facilitate litigation and prosecution, and speed up the digitization of the judicial authority and the Public Prosecution.
He lauded the roles of the judicial and the executive authorities as "two wings of the leadership" helping realize the aspirations of the people and protecting their interests in the framework of the constitution.
Concluding, His Highness the Amir expressed best wishes for the judiciary people and all sons of Kuwait.

Amiri decree issued new law concerning foreigners' residency

Amiri decree 114/2024 concerning the residency of foreigners was issued on Thursday containing 36 articles of seven chapters.
The previous decree 17/1959 had been in effect for six decades and required reforms to close the gaps in the law in addition to addressing the concurrent legislative challenges.
The first chapter of the residency dealt with the entry of foreigners into Kuwait, indicating that foreigners must have in their possessing a valid passport or document from the authorities of their country to enter and leave the country.
GCC citizens were exempted from needing a valid passport to enter and leave Kuwait, saying that personal identification cards would suffice in accordance with Kuwaiti Ministry of Interior regulations and agreements with respective states.
Foreigners must enter and leave Kuwait through ports specified by Kuwait's Ministry, one of the articles of chapter one stressed.
Chapter two of the law is concerned with notifying competent authorities of foreigners born in Kuwait, saying that residents must provide the passport or travel documentation to attain residency papers or a leave deadline with the whole process given a period of four months from birth.
Chapter three is connected with rules and regulations of foreigners residence, saying that residents, eager to reside in Kuwait, must obtain residency permits from the Interior Ministry.
One of the articles allowed Kuwaitis to request residency permits for their non-Kuwait wives and husbands, children. In case of a Kuwaiti women, the residency paper would not be given if they obtain citizenship according to article eight of the Amiri Decree 15/1959 from their previous marriage to a Kuwaiti citizen.
Non-Kuwaiti women, previously married or widowed to Kuwaiti citizens, have the right to ask for residency if they had children from a Kuwaiti national.
Foreigners who are in Kuwait on a visit visa must leave the country within a period that did not exceed three months unless they have obtained a residency permit from the Interior Ministry.
Another article of the reformed law was on domestic workers and their likes, which insisted that employers must notify the Interior Ministry of helpers' absence within two weeks.
Transferring residencies of domestic workers was also touched on. If a helper left the country and stay over fourth months without prior approval of the authorities, this residency permit would be annual by the Interior Ministry.
The chapter also included an article on regular foreign residency, which did not exceed five years. A ten-year permit could be given to children of Kuwaiti female nationals, real-estate owners, or categories assigned by the Interior Ministry.
Chapter four included penalties against residency trafficking and related crimes, which the State of Kuwait strongly prohibits against and set some harsh rules and regulations against such crimes.
Chapter five contains provisions relating to the rules for the deportation and eviction of foreigners, one of its articles empowers the Minister of Interior to issue a deportation order of any foreigner even if they hold a valid residence permit, in the cases provided for in the articles of the Act.
One of its articles states that a foreigner whose deportation order has been issued can be detained for a period not exceeding 30 days, and is renewable if such detention is necessary, since there are some who have obstacles preventing them from leaving the country.
Another article obliges the breadwinner or employer to bear the expenses of deporting or removing a foreigner from Kuwait, and anyone who employs, resides or harbors a foreigner to bear all the expenses of his deportation or expulsion. Chapter six contains penalties for violating this law One of its articles states that the Public Prosecution has exclusive jurisdiction to investigate, act, and prosecute crimes resulted from residence trafficking.
An article of this chapter also stipulates the cases in which reconciliation with the accused may be made if he violates some of the provisions of this law or the regulations and decisions implementing and the basis for reconciliation.
Chapter seven is about General provisions.
One of its articles specifies those who are excluded from this law, heads of State and their families, heads and employees of diplomatic missions and their families, on condition of reciprocity, holders of diplomatic and political passports, on condition of reciprocity, and those whom the Minister of Interior deems an exception with special permission for considerations related to international courtesies.
Article (34) stipulates that the regulations and executive decisions issued under Amiri Decree No. 17 of 1959 shall continue to operate until the necessary regulations and decisions are issued for its implementation by the Minister of Interior within six months from the date of its publication in the Official Gazette.
Article (35) refers to the repeal of the aforementioned Amiri Decree No. 17 of 1959, and any provisions contrary to this law.
Article (36) mandates the ministers, in their own capacity, to implement this law and refer to its publication in the Official Gazette.
