He was a firm, powerful, fiercely religious man. He was particularly knowledgeable in religion and languages. Upon assuming power, the first decision he made was to decrease custom tariffs to 4%. He also decreased export duties which encouraged trade and led to increased profits for the Kuwaiti people.

During his reign. Telegraph wires were laid thereby connecting Kuwait to the rest of the world.
